Final budget vote is coming…

We are hours away from adopting the 2009-2011 Operating Budget. There are a number of amendments–one of which is mine to transfer money for scholarships for foster kids from the Higher Education Coordinating Board to the College Success Foundation.

This is a very tough budget that makes substantial cuts in the $4 billion range. The cuts to education (K-12) have been painful but the cuts to higher education and human services are particularly rough. Without the reductions in the people’s initiatives — I-728 and I-732 — this budget wouldn’t be possible. We took a lot from teachers and there will be still be layoffs. It’s very unpleasant and uncomfortable on all fronts.

So many stakeholders are outraged. They are all right.
